This is normally caused by decaying vegetable matter in the river and its tributaries. The water is safe to drink and treatment is done at the river and the plant to minimize tastes and odors as much as possible

For a few weeks, once or twice a year the water plant feeds "free" chlorine into the system instead of "combined" chlorine. Free chlorine is a better oxidizer and is very effective at keeping the distribution lines clean. Even though about the same amount of chlorine is in the system free chlorine can be smelt and tasted. The water is safe to drink when either type of chlorine feed is used.
